It's not from us you should be asking forgiveness, but from God.
I believe we can find the reference in the Book of Prep, chapter 7, verses 13-17:
"And then the Lord did say unto the Israelites, 'Thou shalt not pop thy collar, for it is vain. Woe unto he who double pops thy collar, for the Lord shall smite the man who dares to show his blatant disregard for the Lord's commandments.'"
Now what comes to my mind is secretly rigging up a speaker system with a microphone inside the car, which blasts whatever this prep is singing to all passers by. Forgiveness is easier after embarrassment.
